[mrtg] announce mrtg-2.9.0pre19

I just released pre19 ... fixes install rules and more importantly
it relaxes the target parser a bit so that it does not complain
when you try to use complex targets with only symbolicOid name and
no interface nubmer ... (hint squid stuff) and it should also
accept those oids starting with a '.'
