No per-vlan counters on Cisco.

Does not work on Cisco routers (no per-ethernet_subinterface counters), at
least with 12.1 (x) on C7500. On the MSFC of a Cat switch, it works but, as
it only gets the first packet of the flow (the rest is switched) won't be
useful for you.
