WithPeak does not affect the average graph displays.  It only adds 2 more lines for Max In & Max Out.

It only affects scaling if the Max is significantly high enough to move the scale 
"upward."  I think the option you may want to try is Unscaled?  Either that or try some combination of MaxBytes and AbsMax.

Isn't WithPeak the opposite of this?  According to the docs, WithPeak graphs
the 5 minute peaks instead of just the averages.  Does it have anything to
do with how the graphs are scaled?
