MRTG will normally give the percentage in the figures below the graph.

If you use RRDTool and routers2.cgi as your frontend, the new version 2.14
has the 'aspercent' option, which will graph the stored values as a
percentage of the MaxBytes value.  This will probably achieve what you want.
