[mrtg] HOWTO create an event

Hello All,
How do I create an event that will produce an snmp trap when someone in 
the /Outbound class uses 35% of the total bandwidth used by Packeteer? I 
am trying to integrate Packetshaper with CampusManager. I understand to 
make the alarm mapping, but not how to create this event.
