MRTG out of the gate can do threshold checking - by calling an
external script or program.

http://oss.oetiker.ch/mrtg/doc/mrtg-reference.en.html#ITHRESHOLD_CHECKING

I'd recommend a simple batch file but it can be anything that can be
called from a command line and that accepts command line variables and
can read environment variables.

So much has been written on this already, it just doesn't make sense
to rewrite it all in an email. I had no problem finding detailed
threshold setting info using Google.

The first one that came up was http://www.cloudnet.com/~tom/mrtg/thresh.html

Mostly talks about *nix environment, but has some info about Winders
as well. There's really not much difference as you will soon discover.

Good luck,
