The group and owner of apache is apache. So, I made the changes accordingly to
rrd.cgi as well and chmod it to 540 as suggested. The same errors occurred as
stated in the previous post.

-r-xr-----    1 apache   apache        429 Jan 22 16:16 rrd.cgi

I had thought it might be the header you had suggested "Context-type:
test/html". However, when I put that line in the rrd.cgi, all that did was print
that out on the web page itself.
