if you want to invest time in this, I am all for it, no problem.
Discussion should happen on the rrd-developers mailinglist ...

best would be to first think about what the options for this
functionality should be (the documentation so to say)

and once this is figured out then look at ways to implement this
...

post your ideas to the developers list, and lets start discussion
there ...
