[smokeping-users] Graph background color @ 100% packet loss

This may or may not be what you're looking for. In the same section as
nodata_color, there is loss_background. When set to yes, the y-axis for
that interval is colored with the corresponding loss color. This works
quite well for me, however I do not know what happens at 100% loss.
