It depends on what you're monitoring. If the link is full-duplex (e.g.
full-duplex Ethernet or most serial (WAN) links) then the load is
separarte in the two directions. If the link is half-duplex (e.g.
'ordinary' Ethernet) then, yes, the load on the link is the sum of in and
out (plus, of course a bit more for IFGs, collisions or other link
overheads, if you need to be more exact).
