Yes, it is.  MRTG can monitor all numeric values (as long as they are
whole numbers).

You probably want to ask if somebody (not me!) has a script that returns
the ping response time in the format required by MRTG.

Ofcourse it is a lot more fun to do this yourself.  It shouldn't be too
hard to do.  Read about the format in the documentation (file config.txt,
search for external) and make sure to use the option gauge.
