[mrtg] fix the Y axis to see volume usage levels

Hi, we're trying to get a filesystem overview with percentage used for several
servers but we are so far unable to fix the Y-axis to allways use 100 as the
full scale. This will give a better view of problem areas than having to check
every graph for the value that is shown dynamically.

With the same application I would like to see a week graph on the overview
instead of the day graphs, is this possible or not?
