If you are talking about averages:  this is not a problem.  It is a
misunderstanding on your side.  Consider an office building where most
traffic is between 8am and 6pm.  During office hours, there is a constant
dataflow of 128kbps, during off hours there is none.

5-minute averages will show 128kbps, from 8 to 6 only.
30-minute averages will show 128kbps, from 8 to 6 only.
2-hour averages will show 128kbps, from 8 to 6 only.
1-day averages will show (10/24*128=)53.333kbps per pixel.

Take a look at the withpeak option.
