mail user agent to "plain ASCII text" when submitting a question to this
list.

It is extremely irritating to have to wade through HTML tags to discover
what the message is about.

I couldn't figure out if your question was about only seeing the data being
transmitted on the frame relay subinterface?  Or, you're not seeing anything
due to the version of Cisco IOS that you are using.
