Yes, it can, and by default is being done.

At least, on a per interface basis.  If you look at the sub pages, you see
the uptime.   Are you saying you want to see that on the main index page
for the whole device?
Index maker coudl do that easy enough, but it would only be the uptime
that that router had when the page was made, not a current uptime.
You could make the main index pages a cgi that would go out and get the
uptime and generate it dynamically.
I've got a script that generates a table of all my routers, what version
of IOS they are running, what Model of router they are, and their uptime.
Then i just update that from cron every so often to keep it current.
