This port scanner, like many others, appears to do TCP port scanning.  Since
SNMP listens on a UDP port, you need a UDP port scanner like NMAP.

Also, if you are looking for a FREE
scanner/pinger/DNS/traceroute/finger/whois type tool for Windows, try NetLab
