[mrtg] mrtg-ping-probe not working

I am running a Windows 2000 Server with mrtg 2.8.12 and trying to use mrtg-ping-probe util.  The script works fine from a command prompt, but I will not run when launched from mrtg.  any ideas.  Following is a copy of my config file.
