[mrtg] how to run cgi's on apache

Hi guys does someone  knows how can I run cgi's on apache

I thought that this was the right way...
<Directory "D:/Program Files/Apache/cgi-bin">
AddType application/x-httpd-cgi .cgi
AddHandler cgi-script .cgi
Options +Includes
</Directory>

and in the cgi-bin i have place my test.cgi file, but i continue getting an 
error message in the browser like:

404 Not Found
The requested URL /mrtg/rrdtooltest/14all.cgi was not found on this server.
