I got to thinking about this some more and have concluded that my suggestion
is probably silly--if SNMP were not running at all, a "can't reach" error
would probably have been reported.
So the follow-on conjecture is that the box is running SNMP, but doesn't
support MIB2, or only supports some proprietary MIB.

That was probably silly too--I don't now remember seeing it. But that
would handle most cases by telling us what the box _does_ do.
