[mrtg] SNMP Solution ?

HI !!

Maybe this is not a mrtg question, if I'm out of topic please just ignore
the message.

we are a ISP down here in Mexico and we want to give dial up access for
free but we want the users access a page every 10 minutes , if they dont
do it the connection must be finished.

Can any of you point me how can I do that ?
