RRDs.pm is part of rrdtool. You shouldn't need it if you run mrtg in normal
configuration. Please check if you have the line "UseRRDTool: yes" in your
config file. If there is no such line: Please check if you don't have mrtg
version 2.8.7 as it is buggy in this respect.

If you want to use the rrdtool feature of mrtg (with 14all.cgi) you have to
install rrdtool (http://ee-staff.ethz.ch/~oetiker/webtools/rrdtool/).
