[mrtg] Announce: some new FAQs

Hi All,

Some additions have been made to the FAQ.
- explanation of average vs. max
- incoming/outgoing
- three commonly seen errors

The section with example configs, provided by Gabrielle, has also been
revised.

Request: please help me out with the faq.  Especially NT people are
urged to feed me some of the answers to NT specific questions.
