Gave it a shot Alex to no avail.
SNMPUTIL GET 127.0.0.1 PUBLIC .1.3.6.1.4.1.311.1.1.3.1.1.2.1.3.0
returns:
Variable = .iso.org.dod.internet.private.enterprises.microsoft.software.systems.os.winnt.performance.cpuprocessorTable.cpuprocessorEntry.cpuPercentProcessorTime.0
Value = INTEGER - 19
The issue seems to be with the 'system' branch (read OID: 1.3.6.1.2.1.1.3.0). The Processor info is there, but when MRTG tries to query for the system variables (how long has the system been up, where is it located, what's it's name, etc.) it gets a 'does not exist'.
I used GETIF to walk that area of the tree and found that the 'names' of the locations are correct and there, but when I try to 'set' one of these variables, GETIF complains stating that the 'variable doesn't exist'. The branch is there, the name of the branch is there, but the branch holds no fruit...

One thing to check regarding this subject:
If you are able to use snmputil.exe and query the device while you are
unable to query the same OID from the same host, perhaps you are using
another target ?
I don't know if this would make any difference on NT but there may very
well be a difference between
snmputil get localhost public .1.3.6.1.2.1.2.2.1.10.1
and
snmputil get ip-addres public .1.3.6.1.2.1.2.2.1.10.1
Just something to check ...
