My opinion: MRTG is great for statistics, but not the right tool for
tracking availibility.  Get your routers (PBXes too, but this is dreaming)
to send log messages to a syslog server and/or SNMP traps to a snmp trap
server.  My cisco routers log all sorts of stuff via syslog, and my
Kentrox DSUs send SNMP traps seconds after the line drops (and comes
back).
