Brian, 

On an NT box, it will always start with 1.3.6.4.1.311.1.1.3.1.1 

1.3.6.1.4.1 (.iso.org.dod.internet.private.enterprises) is defined by the
RFCs (RFC 1213 I think)

311 (microsoft) is assigned to MS by the Internet Assigned Numbers Authority

1.1.3.1.1 is defined by MS as software.systems.os.winnt.performance

.5 and everything after that is defined by the PERFMib you compile (or has
been complied for you). 

So the whole OID could be seen as:
.iso.org.dod.internet.private.enterprises.microsoft.software.systems.os.winn
t.performance.whatever...

To get a better feel for this, you'll want to get a mib browser like GetIf
and play with it.
