The reason is just as what you said about poor unzip
tool I used.
I have corrected it .

sounds like you did not unzip the package with directory structure.  if you
are using a dos level program (ie pkunzip) then try pkunzip -d
mrtg-2.x.x.zip

this will create the directory structure.

if you are using something like winzip, make sure the paths option is turned
on.

After I unzipped the MRTG, there is not sub directory
such as "run" or "cfg" to be created.
Everything is in the directory named "MRTG"
and I exceed the command under that
too.

sounds there are still something we do not know?

Try this:

perl c:\mrtg\run\cfgmaker ****@ip > c:\mrtg\cfg\mrtg.cfg

(change the paths to what makes sense on your system.
