The MIB is not a thing. It is something virtual, a way of describing
something.  To understand what is stored in this MIB, both the sender and
the receiver need to know what data is available.  This last sentence is
what you probably don't understand:  *both* sides need to know.

This is now explained above: both sides...
You don't need to store the MIB-files if you don't want to.  However,
you will use them, even if it is from memory.  If you enter a string
such as "1.3.6.1.2.1.2.2.1.10.1" into MRTG, what you really did is use
the MIB file, translate the description into the numbers and form an
OID/instance pair.

The OID is "1.3.6.1.2.1.2.2.1.10" which is known in the MIB.  This is
known as that MIB is described by several MIB-files.  It doesn't matter
if you do the translation yourself (in which case you don't need to
store the MIB-files on your disk) or if you let a program do this (in
which case that program most likely will need the MIB-files).
