I do it by having a symbolic link to 14all.cgi for each group of routers,
and configuring 14all.cgi to derive the filename of the configuration file 
from the name it was called with.

i.e, if I have configuration files a.cfg b.cfg and c.cfg, 
I would make symbolic links
a.cgi ->14all.cgi
b.cgi ->14all.cgi
c.cgi ->14all.cgi

Of course, you have to enable FollowSymLinks for that directory.
