what is 'active'?  how did that change between 2.9.1 and 2.9.4?  i.e. what
worked in 2.9.1 no longer works in 2.9.4.

no second copy ever started in 2.9.1, and it takes mrtg a bit under two
minutes to run through the .cfg on the machine.
