This appeared after I upgraded to 2.9.2 after having been running 2.8.12 for
months.  The messages are happening on every run! I understand about after
the first two runs.

have you just set your config up ?
The first (2?) times you run mrtg after setting up the config file it will
complain due to it needing to set all the data files up. Usually on the
first pass it moans about thee being no datafiles, and on the second there
being no 'old' files, and being unable to rotate.

After the initial two runs things should be fine. 

Another possible cause could be permission problems, can mrtg actually write
to the WorkDir: specified ?
