[mrtg] Bad command or file name

MRTG 2.9.2 running on Windoze 98SE.
Monitoring just my Cisco 2514 router ethernet traffic
(to keep debugging simple)
I'm getting the error message:
   "Bad command or file name"
when run from the command prompt.

Turning on debugging in the mrtg perl script belches:

--base: Get Current values: (23509, 69892, 1:16:16, Router, 972285778)
--base: Create Graphics
Bad command or file name
--base: Check for Thresholds
--base: Check for Write HTML Pages
--base: Exit main Loop
--base: Remove Lock Files
--base: Store Interface Config Cache

The HTML file is created, but no graphs.

Adding additional targets to the mrtg.cfg file adds additional
"bad command ..." error messages, one per target.

Any clues what's missing or what it's complaining about?
