This means that MRTG is doing its job.

It can be the browser or perhaps a proxy server?

Most, if not all, browsers can show you what they are displaying. In
netscape this is [view][info] (or something similar, no browser here).
Also, you should view the logs from the web server. It will show you
that the page is being loaded and hopefully also the images.
[shift]+[reload] (in netscape) or [ctrl]+[F5] (in IE) should also
do the trick.
