You need to run the table of active channels and come up with a number.

I run this table : 1.3.6.1.4.1.9.10.19.1.1.9.1.3.0 . you count the rows with number, and that represents channels in use.

D:\commands>cm_walk -snip- -snip 1.3.6.1.4.1.9.10.19.1.1.9.1.3.0
1: 1.3.6.1.4.1.9.10.19.1.1.9.1.3.0.0 = 0
2: 1.3.6.1.4.1.9.10.19.1.1.9.1.3.0.1 = 0
3: 1.3.6.1.4.1.9.10.19.1.1.9.1.3.0.2 = 0
4: 1.3.6.1.4.1.9.10.19.1.1.9.1.3.0.3 = 0

so. the count would be 4. you get this in a script, then plot into mrtg
via the target statement in the config .

hope this helps
