Anand,
It appears that your mrtg graphs are reporting in bytes/sec. So,
51.5Kbytes/s is approximately 412kbits/s which is about 26% of 2mbits/s.
You can add a line to your mrtg config of the following:
Options[target]: bits
and that will cause MRTG to print out its graphs and texts in bits/s
instead of bytes/s
