If I remember correctly it would be 'Target[xxx]: 100 -
public:OID.for.%.free at target'

Just a bit of solving for X and looking in the doc.  Check out
http://ee-staff.ethz.ch/~oetiker/webtools/mrtg/reference.html and search for
RouterUptime.

Seariously read the reference manual and most questions can be answered.
They are not always answered the way you might expect them to be but they
usually are.
