Try an snmpwalk to verify you have the correct oid:
snmpwalk igx public .iso.3.6.1.4.1.351.100.4.2.4.2.1.6

When I execute this command I get:
.iso.3.6.1.4.1.351.100.4.2.4.2.1.6.16010000 = 11380
.iso.3.6.1.4.1.351.100.4.2.4.2.1.6.16030000 = 10253
[for trunks on slot 16 port 1 and port 3]

so it would seem you have your slot/port reversed in your config target.
Also it looks like you are polling 6-atmTrkStatsTxBdataBPktDrps so if you
aren't getting data that is a good thing.  Try polling
25-atmTrkStatsTotalCellsTxtoLns and 26-atmTrkStatsTotalCellsRxFromPorts

Here is my target:
Target[igx.ny.trkUtil]:1.3.6.1.4.1.351.100.4.2.4.4.1.26.11010000&1.3.6.1.4.1
.351.100.4.2.4.4.1.25.11010000:public at igx
