[mrtg] suggestion for html page tweak

while someone of a perl guru persuasion is busy updating mrtg, I 
think it would be a good idea to include an option to exclude the 
html META tags that cause page reloads.    These things crash 
Netscape 4.51 and other versions.

(and that's what reminded me why I was leary of upgrading, cos I'd 
changed the script to leave those out)
