Sure.  Just find a way to get those numbers and MRTG will graph them.
The hard part here is to find out how to generate these numbers.  This
is not done by MRTG and this list is not really the place to ask.  It
is highly device dependent.

The value returned will be a gauge, yes.  Please see ifOperHack in the
file mibhelp.txt, this may help you if you were going to use ifOperStatus
in stead.
