[mrtg] cfgmaker runs, but no output in folder

cfgmaker runs without error, but in the folder where the html file should be
generated is empty.  It seems that the cfg file has the interface generated
in HTML code, but everything is commented out.  How can I modify it so that
both active and inactive interfaces show up in the graph?
