There is actually a utility out there, the name escapes me right now, that
remote shells into the routers and allows for just the thing your asking
for. The graphs are pretty ugly but it would be a start. I'll dig around and
see if I can recall what that is and pass along the info.

Definitely not an authority here, but I would think the only way you
could do that, without some kind of fancy scripting, is to have
remote stations at those sites that run MRTG and Ping-probe and then
you collect the data from them. You can monitor the interfaces
between the two routers to see what kind of traffic is being
transmitted/received between them. That would give you an idea of
the load.
