No errors yet no html file. You aren't by any chance throwing away
any errors are you? (the infamous >/dev/null 2>&1 trick, that is)
# Nope, I'm not throwing away errors :-)

1.3.6.1.4.1.9.9.109.1.1.1.1.5&1.3.6.1.4.1.9.9.109.1.1.1.1.3:public at 10.12.1.1

This doesn't work for me, on every cisco router I tried.

#What you suggest, to a differnet OID to see if it works? I thinks there's
another one that captuers CPU but it's older.

Not that this will fix your current problem but I do think you need
to use gauge.
#Ok, I'll try that

What are the first few lines of your Router_cpu.log file?
# It doesn't even create the log file...

What happens when you run MRTG from the command line?
#It gets all the information of the interfaces of the router

cheers,
