No errors yet no html file. You aren't by any chance throwing away
any errors are you? (the infamous >/dev/null 2>&1 trick, that is)

This doesn't work for me, on every cisco router I tried.

Not that this will fix your current problem but I do think you need
to use gauge.

What are the first few lines of your Router_cpu.log file?

What happens when you run MRTG from the command line?
