It's true that unscaled shows you something, but not much when your port is
not used above 2 %.

Although I agree with you, I have clients asking me about the percentage.

What my big problem is, I cannot multiply the target with a number smaller
than 1, or divide.
At that moment the results are not as you expected.
Try this Target[ecwf]: 0.1 * 2:public at yourrouter

and see the results.

I used 2.9.7 and 2.9.2 for MRTG on both WINNT and Linux.
