You need an instance.  Try:
Target[Router_cpu.1]:
1.3.6.1.4.1.9.9.109.1.1.1.1.5.1&1.3.6.1.4.1.9.9.109.1.1.1.1.3.1:public at 10.10
10.1

You also need to add:
Options[Router_cpu.1]: gauge
