[mrtg] help need for mrtg on WinNT

Hi, I need to ask a question you may think that its very stupid. May I know 
how do you run MRTG from WinNT platform? Is IIS required? This because I 
need to implement MRTG on a client's NT platform to monitor NetCache 
traffic,but I know nuts about MRTG.
I have already install MRTG,Perl,rateup and perfm.zip and mrtg scheduler. So 
what are the steps to be followed?
