Yes.  You either need to have RRDs.pm installed in your site-perl path,
or you need to have a 'use lib "lib";' line in router.cgi, and you need
to have RRDs.pm in /mrtg/contrib/routers/lib.

Basically, perl has an "include" path called @INC.  RRDs.pm needs to 
be in that path.
