[mrtg] 14all.cgi Title/Page Top

I am trying to convert everything to rrd and it is much faster but I cannot
get the Titles to change.  If I call 14all.cgi it makes a page with the
proper titles for each graph but the title for the whole page is always:
"Available Targets" and "Targets"     I have gone through the documentation
and tried PageTop and AddHead etc. but I still get the same titles every
time.  Does anyone know the right option?
