[mrtg] New MRTG Page Load script

I have finally got my page load MRTG monitoring to work.  Thanks again to
Dan McDonald for his help on this!

I wanted to monitor how long it takes to load our clients' pages, as our SLA
is based on our performance, etc.
It is still in the early stages, but so far so good.  I will be adding
thresholds, etc later on.

NOTE: I am still learning how 14all.cgi and RRD/MRTG play together, so my
config file is on the rough side.
