[mrtg] Interpreting stats from Cisco router

We have a full T1 and a Cisco router.  I'm using MRTG to monitor Serial0
and it reports the following for the day:

Max  In: 184.7 kB/s (96.2%)   Average  In: 46.5 kB/s (24.2%)     
Max  Out: 81.6 kB/s (42.5%)   Average  Out: 25.3 kB/s (13.2%)

Current  In: 130.3 kB/s (67.9%)
Current  Out: 33.8 kB/s (17.6%)


The ISP reports for the week:

  Account Number: u56032
         Average: 127K
 80th Percentile: 208.4K
 95th Percentile: 611.1K
 99th Percentile: 1243.6K
         Maximum: 1474.6K


I know one report is for the day and the other for the week, but there
appears to be a huge difference in the numbers.  What is considered high
utilization for a T1 and time for upgrading?
