I don't think the ifInDiscards will count rejected/dropped packets.
Discards are, unless I'm mistaking, damaged packets such as CRC errors.
(please tell me I'm wrong if I am).

I don't know the Cisco specific MIB but it shouldn't be hard to find
if at all available:

click useful links
click cisco
select your router
(I experience a problem where the resulting file is not mime-type html
and have to save the page to disk.  Then I can view it from my local
web server).

Download every file for your IOS version, and start searching.
