As I said before, eventually one of us is going to have to look it utp, but
belief (cf. differences between "beliefs" and "facts" or even "theories!) is
that if the packet is in good enough shape to get counted in
ifIn[Ucast|NUCast|??]Pkts, it will have to be accounted-for somewhere.
I think ACL casualities get count in ifInDrops or some such place.
